Principal CIL Officer
Hertfordshire | £50–£55 per hour | Initial 6-Month Contract | Hybrid Working
A Hertfordshire local authority is seeking an experienced Principal CIL Officer to join its Planning Service on an initial 6-month contract, with a strong likelihood of extension.
This is an excellent opportunity for a developer contributions specialist to take ownership of the authority’s Community Infrastructure Levy (CIL) function, ensuring the effective administration, monitoring, and collection of developer contributions that support infrastructure delivery across the borough.
The Role
As Principal CIL Officer, you will play a key role in managing and overseeing the authority’s CIL processes, working closely with planning officers, developers, legal teams, and finance colleagues to ensure compliance with relevant legislation and local policy requirements.
Key responsibilities include:
- Managing the administration, collection, and enforcement of Community Infrastructure Levy (CIL) payments
- Monitoring developer contributions and ensuring accurate financial reporting
- Providing specialist advice on CIL legislation, procedures, and regulations
- Supporting planning officers with CIL-related matters throughout the planning process
- Liaising with developers, agents, solicitors, and internal stakeholders to resolve complex cases
- Ensuring compliance with statutory requirements and local procedures
- Maintaining accurate records and databases relating to CIL liabilities, receipts, and expenditure
- Producing monitoring reports and performance information for senior management and elected members
- Identifying opportunities to improve processes and service delivery within the developer contributions function

About You
To be successful in this role, you will have:
- Significant experience administering and managing Community Infrastructure Levy (CIL) within a local authority environment
- Strong knowledge of CIL Regulations, planning legislation, and developer contributions processes
- Experience monitoring financial contributions and maintaining accurate records
- Excellent communication and stakeholder management skills
- The ability to manage a varied caseload and work independently
- Experience with Section 106 monitoring would be advantageous but is not essential
