Compliance and Building Safety Manager

I am currently working with a local authority in Essex who are looking to bring on board a Building Safety and Compliance Manager.

Main Purpose of the Job

Deliver comprehensive, high-quality, customer-centric services to the Council, focusing on the effective maintenance and enhancement of housing stock and the local environment. The role emphasizes managing compliance and building safety for all IBC Council properties and customers, ensuring adherence to the Building Safety Act and relevant Health and Safety legislation within legal, financial, time, and policy constraints.

Main Duties

  1. Ensure compliance with UK Compliance Standards across all Council housing stock and report on this compliance.
  2. Collaborate with other M&C teams, service areas, and stakeholders to ensure that all compliance inspections-such as gas safety checks, electrical inspections, fire alarm tests, and others-are conducted promptly and at the required intervals. Ensure that rectification actions are properly assigned, completed to high standards, and documented to maintain a safe environment for residents and visitors.
  3. Achieve 100% access to Council homes for gas servicing and electrical testing. Work with Customer Liaison Officers and Tenancy Services Officers to coordinate access, including legal avenues when necessary, and provide monthly reports on challenging cases.
  4. Manage a team of surveying and technical officers by overseeing their assignments, monitoring progress, conducting appraisals, and ensuring compliance with quality and safety standards. Provide backup for the Principal Surveyor and represent the Council at various maintenance and improvement forums.
  5. Lead project teams for specific initiatives by organizing team activities and coordinating efforts with the Principal Surveyor, housing managers, policy officers, and relevant staff to ensure alignment in maintenance and task allocation. Keep the Principal Surveyor updated on project status and challenges.
  6. Head service improvement initiatives by researching best practices, introducing new policies, and developing service improvement panels aimed at enhancing customer-focused services. Establish partnership agreements and apply Egan principles to maintenance, improvement, and planned contracts.
  7. Thoroughly investigate and resolve service area complaints, liaising with housing office staff, contractors, and complainants. Report findings and progress to the Corporate Director, Head of Housing Services, Principal Surveyor, and Housing Monitoring Team, implementing service level improvements as necessary. Determine compensation levels as needed.
  8. Develop and coordinate the responsive repairs, improvements, and planned maintenance programs in collaboration with area housing office staff. Monitor budgets, frequencies, and practices to identify suitable work for maintenance improvement initiatives. Enhance communication and cooperation with neighborhood teams, contractors, and customers.
  9. Conduct feasibility studies, provide cost estimates, and prepare drawings, specifications, and contract documentation for Council property works. Ensure all necessary statutory approvals are secured and fulfill the duties of Planning Supervisor in compliance with Construction, Design, and Management Regulations.
  10. Oversee the procurement of competitive tenders and quotations, ensuring compliance with the Council’s standing orders. Manage contracts by leading meetings, monitoring quality, tracking progress, controlling costs, and ensuring safety. Implement best-value service improvement initiatives and develop partnership agreements.
  11. Prepare reports and provide professional/technical building surveying advice. Coordinate training for non-technical staff on compliance-related topics.
  12. Commit to ongoing training to maintain competency in compliance-related matters.
  13. Perform other relevant tasks at a senior management and leadership level as required.

Essential Qualifications

Building services related degree or equivalent professional building services related qualification e.g. MCIOB, MRICS

5 years qualitative experience

Desirable Qualifications

Qualification in or good understanding of Fire Safety legislation

IOSH Managing Safely Certificate

Relevant Experience

Proven experience in Health and Safety compliance across all Mechanical and Electrical fields, with a background in monitoring and managing related compliance issues.

Strong ability to understand and navigate complex procedures and problems, providing clear and accurate guidance.

Experience in risk management.

Experience in staff management.

Project management experience.

Proficient in using Microsoft Windows applications, including databases, Smartsheets, and spreadsheet creation.

Experienced in handling telephone inquiries and engaging with the general public.
