We are seeking an experienced and commercially astute Business Rates Manager to lead the management of non-domestic rating liabilities across a diverse property portfolio. This role will play a critical part in ensuring accurate rating assessments, identifying cost-saving opportunities, and managing all interactions relating to Valuation Office Agency (VOA) rating lists and schedules.
The successful candidate will bring deep expertise in rateable values, valuation methodologies, and VOA processes, alongside a proactive approach to appeals, audits, and financial optimisation.
Key Responsibilities:
- Manage all aspects of business rates liability across the property portfolio, ensuring compliance and cost efficiency
- Interpret and analyse VOA rating lists, valuation schedules, and supporting documentation
- Identify inaccuracies within VOA assessments, preparing and submitting appeals through the Check, Challenge, Appeal (CCA) process
- Liaise with the Valuation Office Agency, local authorities, and external rating consultants to resolve disputes and queries
- Review and validate rateable values, applying knowledge of valuation methodologies (receipts & expenditure, rental comparisons, contractor’s basis, etc.)
- Maintain accurate and up-to-date records of all properties, rating assessments, and appeals activity
- Monitor changes to legislation and rating policy, advising the business on potential impacts
- Lead or support rating audits and portfolio reviews, identifying savings opportunities
- Provide financial forecasting and budgeting input linked to business rates liabilities
- Support acquisitions, disposals, and developments with rating advice and risk assessment
- Manage and mentor junior team members (if applicable)
Key Requirements:
Essential:
- Proven experience in a Business Rates / Rating / Property Tax role
- Strong working knowledge of VOA rating lists, valuation schedules, and practice notes
- Demonstrable experience handling Check, Challenge, Appeal (CCA) cases
- Solid understanding of rateable value assessments and valuation methodologies
- Experience liaising with the Valuation Office Agency and local authorities
- Excellent analytical skills with the ability to interpret complex property data and schedules
- Strong attention to detail and ability to identify discrepancies in valuation data
- Proficiency in Excel and property/rating systems
Desirable:
- MRICS qualification (or working towards)
- Experience managing large or multi-site property portfolios
- Previous experience within consultancy, corporate real estate, or public sector
- Knowledge of transitional relief, exemptions, and relief schemes
