Job Title Private Sector Housing Officer (Private Sector Housing & Statutory Nuisance)
Brief Summary Our local authority client based in the North West is searching for a Private Sector Housing Officer to join their team on a contract basis for a minimum of 3 months, with the possibility of extension. The successful candidate will support the Private Sector Housing team in delivering a high-quality regulatory service, undertaking inspections, investigating complaints, and enforcing housing standards. The role will also involve supporting Environmental Health colleagues with the investigation and resolution of statutory nuisance complaints.
Key Responsibilities
- Investigate complaints relating to housing conditions within the private rented sector.
- Undertake property inspections in accordance with the Housing Health and Safety Rating System (HHSRS).
- Identify hazards and determine appropriate informal or formal enforcement action.
- Prepare and serve statutory notices and other enforcement documentation where required.
- Investigate statutory nuisance complaints relating to noise, smoke, odour and other environmental issues.
- Gather evidence, maintain accurate records and prepare case files for potential legal proceedings.
- Provide advice and guidance to landlords, tenants and other stakeholders on housing standards and legislative requirements.
- Work collaboratively with internal departments and external agencies to achieve positive outcomes for residents.
Required Experience
- Previous experience working within Private Sector Housing for a local authority.
- Experience undertaking HHSRS inspections and assessing housing hazards.
- Knowledge of relevant housing legislation, including the Housing Act 2004.
- Experience investigating statutory nuisance complaints under the Environmental Protection Act 1990.
- Experience preparing and serving enforcement notices.
- Excellent communication and stakeholder management skills.
- Ability to manage a varied caseload and prioritise workload effectively.
Desirable (optional)
- Environmental Health or Housing-related qualification.
- Experience appearing at court, tribunals or formal hearings.
- Membership of a relevant professional body such as CIEH or CIH.
