Job Title: Private Sector Housing Officer

Location: North West England (Local Authority)
Contract: 6‑month contract
Hours: 37 hours per week
Working Pattern: Hybrid – 3 days on site / 2 days from home
Rate: Negotiable

Role Overview

An opportunity has arisen for an experienced Private Sector Housing Officer to join a local authority in the North West of England on an initial 6‑month contract. The role focuses on improving housing standards in the private sector, ensuring compliance with relevant housing legislation, and protecting the health and safety of residents.


Key Responsibilities

  • Enforce housing standards within the private rented sector in line with the Housing Act 2004 and related legislation
  • Carry out inspections of private sector properties, including HHSRS assessments
  • Investigate complaints relating to disrepair, poor housing conditions, and statutory nuisances
  • Take appropriate enforcement action, including improvement notices, prohibition orders, and civil penalties where required
  • Provide professional advice and guidance to landlords, tenants, and managing agents on housing standards and legal requirements
  • Prepare reports, notices, schedules of work, and legal documentation to support enforcement action
  • Liaise with internal teams, external agencies, landlords, and tenants to resolve housing issues effectively
  • Maintain accurate records and case management systems in line with council policies
  • Support the council’s wider private sector housing strategy and objectives

Essential Requirements

  • Previous experience working as a Private Sector Housing Officer, Environmental Health Officer (Housing), or similar role within a local authority
  • Strong knowledge of housing legislation, including the Housing Act 2004 and HHSRS
  • Experience of undertaking property inspections and enforcement action
  • Ability to manage a caseload independently and meet deadlines
  • Excellent communication and negotiation skills
  • Competent IT skills and experience working with case management systems
  • Full UK driving licence and access to a vehicle (for site visits)

Desirable Criteria

  • Relevant professional qualification (e.g. Environmental Health, Housing, or equivalent)
  • Experience of preparing cases for legal proceedings and attending court or tribunals
  • Knowledge of licensing schemes, including selective or additional licensing
