Planning Enforcement Officer

Vivid Resourcing

Location: Malvern, United Kingdom
Contract: Interim

About the role

Our client, a local authority in the West Midlands region, is looking for a Planning Enforcement Officer to join its planning function on an interim basis. The role sits within a busy service and will suit someone who can pick up a live caseload quickly and keep investigations moving.

The successful candidate will investigate reported breaches of planning control, from unauthorised development and changes of use to breaches of conditions and untidy land. Each case needs a proportionate, well-evidenced approach, balancing the council’s enforcement priorities with fair treatment of residents, landowners and developers.

The role involves regular site visits, careful record-keeping and clear communication with complainants, case officers and legal colleagues. The Planning Enforcement Officer will also prepare the evidence needed to support formal action and appeals where it is required.

Main responsibilities

  • Investigate alleged breaches of planning control and manage a caseload of enforcement cases from receipt to resolution
  • Carry out site visits, gather evidence and produce clear written records, including photographs and site notes
  • Assess whether a breach has occurred and whether enforcement action is expedient, in line with national policy and local priorities
  • Prepare and serve statutory notices where appropriate, including planning contravention notices, breach of condition notices and enforcement notices
  • Negotiate with landowners, developers and other parties to achieve voluntary compliance where possible
  • Work with planning case officers and legal colleagues to assess retrospective applications and support formal action
  • Prepare witness statements and case files for appeals and prosecutions, and attend hearings where required
  • Keep case records and the enforcement register accurate and up to date
  • Respond to enquiries from residents, councillors and other stakeholders, keeping complainants informed of progress

Requirements

  • Proven experience in a planning enforcement role within a local authority or a comparable setting
  • Sound knowledge of planning legislation and enforcement powers, including the Town and Country Planning Act 1990 and associated regulations
  • Understanding of the National Planning Policy Framework and how it applies to enforcement decisions
  • Working knowledge of evidence gathering and the requirements for formal action, including appeals and prosecution files
  • Strong written and verbal communication skills, with the ability to handle sensitive or contentious cases professionally
  • Good organisational skills and the ability to manage a varied caseload to deadlines
  • Comfortable carrying out site visits independently, with a full driving licence and access to a vehicle (to be confirmed with the client)
  • Able to start at short notice and contribute from the outset

The offer

This is an interim position based in Malvern. Rate, start date and contract length are to be confirmed with candidates. The role offers the chance to work within an established local authority planning team on a varied and meaningful caseload.

If you have a strong planning enforcement background and are looking for your next interim assignment, this role offers a clear remit and a team that values practical, well-organised work. Apply below.
