About the role

Our client, a local authority in Surrey, is looking for an experienced Parish Clerk to join on an interim basis. The role acts as the proper officer for the council, ensuring that meetings, decisions and day-to-day business run lawfully, efficiently and in line with agreed procedures.

You will be the main point of contact for councillors, residents and partner organisations. This includes preparing agendas and minutes, advising members on procedure and powers, managing correspondence and following up on actions agreed at meetings. You will also support the council’s finances and compliance, keeping accurate records and making sure statutory requirements are met.

The role suits a clerk who can step into an established setting and take ownership quickly. Strong organisation, sound judgement and the confidence to advise elected members will be key, as will the ability to build good working relationships with the community and neighbouring authorities.

Main responsibilities
  • Act as the proper officer of the council, advising members on procedure, powers and legal requirements
  • Prepare agendas, papers and accurate minutes for council and committee meetings
  • Ensure council decisions are recorded, communicated and acted on
  • Manage council correspondence, enquiries and consultations, including planning matters
  • Support the preparation and monitoring of budgets, precept and financial records
  • Maintain compliance with transparency, data protection, freedom of information and governance requirements
  • Support risk management, insurance, health and safety and asset registers
  • Maintain the council’s website, notice boards and public information
  • Liaise with the borough council, partner organisations and local community groups
  • Support the annual governance and audit process
Requirements

Essential

  • Proven experience as a Parish Clerk, Town Clerk or in a comparable local government or governance role
  • Sound knowledge of local council procedures, powers and statutory requirements
  • Experience preparing agendas and accurate minutes
  • Working knowledge of council budgeting and financial administration
  • Strong organisation, written communication and IT skills
  • Confident working with elected members and members of the public

Desirable

  • Certificate in Local Council Administration (CiLCA) or an equivalent qualification
  • Experience acting as Responsible Financial Officer
  • Experience of working alongside a principal authority such as a borough or district council
