Licensing Officer (Part-Time)
Brief Summary
Our Local Authority client in Surrey are seeking an experienced Licensing Officer to join their team on a contract basis. This is a part-time, 3-month opportunity working 24 hours per week, with a requirement to attend the office 2 days per week.
The successful candidate will have previous experience administering and processing applications under the Licensing Act 2003 and possess a strong background in Taxi Licensing. This role would suit a candidate who can quickly integrate into the team and confidently manage a varied licensing caseload.
Key Responsibilities
- Process and determine applications under the Licensing Act 2003.
- Manage Hackney Carriage and Private Hire licensing applications, renewals, transfers and variations.
- Provide advice and guidance to licence holders, applicants, members of the public and elected members.
- Investigate complaints and licensing breaches, ensuring compliance with relevant legislation and council policies.
- Prepare reports and attend licensing hearings, committees and sub-committees as required.
- Maintain accurate records and ensure licensing databases are kept up to date.
- Liaise with internal departments, responsible authorities and external stakeholders.
Required Experience
- Previous experience working as a Licensing Officer within a Local Authority.
- Strong working knowledge of the Licensing Act 2003.
- Proven experience administering and processing Taxi Licensing matters, including Hackney Carriage and Private Hire licensing.
- Experience handling a varied licensing caseload with minimal supervision.
- Excellent communication and stakeholder management skills.
- Ability to interpret and apply relevant legislation, policies and procedures.
Desirable
- Experience attending and presenting at Licensing Committee/Sub-Committee hearings.
- Knowledge of Gambling Act 2005 licensing.
- Experience using local authority licensing management systems.
Working Arrangements
- 24 hours per week
