Interim Housing Officer | Harlow | Local Authority
Location: Harlow
Contract: Interim, Full Time
About the role
Our client, a Local Authority based in Harlow, is looking for an experienced Interim Housing Officer to join their team on a full-time basis. This is a varied, front-line role covering a broad caseload of housing management duties across the district’s housing stock, working closely with tenants, internal teams and external agencies to deliver a responsive and effective housing service.
You’ll manage a patch of properties, dealing with day-to-day tenancy issues including rent arrears, anti-social behaviour, tenancy breaches and estate management, while also supporting void property turnaround and allocations in line with the Council’s housing policies. You’ll act as the first point of contact for tenants on a wide range of housing matters, building positive working relationships and resolving issues before they escalate.
You’ll also work closely with colleagues across housing, repairs, income and support services, as well as external partners such as the police, social care and support agencies, to ensure a joined-up approach to tenancy sustainment and community safety.
Main responsibilities
- Managing a caseload of tenancies, handling rent arrears, tenancy breaches and estate management issues
- Conducting tenancy visits, sign-ups and terminations
- Investigating and resolving anti-social behaviour and neighbour disputes
- Processing void properties and supporting allocations in line with Council policy
- Liaising with internal teams (repairs, income, support services) and external partners (police, social care, support agencies)
- Maintaining accurate case records and updating housing management systems
- Attending court hearings and preparing evidence where tenancy action is required
- Ensuring compliance with relevant housing legislation and Council policies and procedures
Requirements
- Previous experience as a Housing Officer or in a similar housing management role, ideally within a Local Authority or social housing setting
- Sound working knowledge of housing law, tenancy management and relevant legislation
- Experience handling rent arrears, anti-social behaviour cases and tenancy enforcement
- Strong communication and negotiation skills, with the ability to manage difficult conversations
- Good IT skills, including experience with housing management systems
- A full UK driving licence is often desirable for this type of role, given the need for estate and property visits
