About the role

Our client is a housing association in North Wales, looking to appoint an Interim Compliance Manager to take responsibility for landlord health and safety compliance across its homes. The role suits an experienced housing compliance professional who can step in quickly, assess where the organisation stands and keep assurance, reporting and delivery on track.

The successful candidate will oversee compliance across the core areas of building safety, including gas, electrical, fire safety, asbestos, water hygiene and lifts. You will review current performance and data, tackle any backlogs or gaps, and make sure that safety checks, remedial works and record keeping are managed to a high standard. You will also be the main point of contact for contractors and internal teams, and you will report clearly to senior managers and the board.

The role works within the Welsh regulatory environment, so a good understanding of how compliance obligations sit alongside Welsh Government expectations and housing quality standards is important. Rate, start date, contract duration and working arrangements will be confirmed with candidates.

Main responsibilities
  • Lead the day-to-day management of landlord compliance across gas, electrical, fire safety, asbestos, legionella and water hygiene, and lifts
  • Review compliance performance, identify risks and gaps, and put in place clear action plans to close them
  • Monitor safety checks, certificates and remedial works to make sure they are completed on time and recorded accurately
  • Oversee contractor performance, including contract management, quality assurance and escalation of issues
  • Produce regular compliance reports for senior management, the executive team and the board
  • Make sure compliance data held in housing and asset management systems is accurate and up to date
  • Manage access procedures and work with housing teams to address no-access cases
  • Support audits, inspections and regulatory engagement, and respond to findings
  • Review and update compliance policies, procedures and risk registers
  • Lead, support and guide compliance staff, and share knowledge with colleagues
  • Prepare a clear handover at the end of the assignment
Requirements

Essential

  • Proven experience in a senior compliance or building safety role within social housing or a comparable property environment
  • Strong knowledge of landlord health and safety obligations, including gas, electrical, fire, asbestos, legionella and lifts
  • Understanding of the Welsh social housing regulatory context and housing quality standards
  • Experience managing contractors and compliance contracts
  • Ability to analyse compliance data and report confidently to senior stakeholders
  • Experience of leading or coordinating a team
  • Ability to work independently in an interim capacity and make an immediate contribution

Desirable

  • A relevant qualification in building safety, health and safety or housing, such as NEBOSH or IOSH
  • Experience of managing a compliance recovery or improvement programme
  • Experience of working with a housing association in Wales
  • Familiarity with compliance and asset management software
