About the role
Our client, a housing association in North Wales, is looking for an experienced Compliance Manager to join its team on an interim basis. The role has overall responsibility for making sure the organisation’s homes and buildings meet their statutory and regulatory safety requirements, protecting residents and keeping the association on the right side of its regulators.
You will oversee the compliance programmes covering areas such as gas, electrical safety, fire safety, asbestos, water hygiene and lifts. This includes monitoring performance, managing contractors, and making sure data is accurate, complete and up to date. You will also report on compliance to senior managers and the board, and flag risks early so that they can be addressed.
The role suits a compliance professional who can take control of a live programme quickly and work with colleagues across asset management, repairs and housing services. Sound technical knowledge, a methodical approach and the confidence to challenge contractors and colleagues where needed will be important.
Main responsibilities
- Lead the delivery of the association’s property compliance programmes, including gas, electrical, fire, asbestos, water hygiene and lifts
- Monitor compliance performance against targets and statutory deadlines, and report clearly to senior managers and the board
- Manage contractors and service providers, including performance, quality, audit and contract management
- Make sure compliance data is held accurately in the association’s asset and compliance systems
- Identify, record and escalate compliance risks and non-compliance, and track remedial work through to completion
- Manage access procedures to complete outstanding safety checks, working with housing teams and residents
- Oversee the response to fire risk assessment, asbestos survey and other inspection findings
- Make sure policies, procedures and safety standards reflect current legislation and good practice
- Support responses to regulatory requirements and engagement with regulators and auditors
- Lead, support and develop the compliance team, where applicable
- Work with colleagues across asset management, repairs and housing services on shared priorities
Requirements
Essential
- Proven experience in a compliance management role within social housing or a comparable property-related setting
- Sound knowledge of statutory property safety requirements, including gas, electrical, fire, asbestos and water hygiene
- Working knowledge of the regulatory framework for social housing
- Experience of managing contractors and monitoring their performance
- Experience of reporting compliance performance to senior stakeholders
- Strong organisational, analytical and communication skills
- Confident use of IT systems, including asset and compliance management software
Desirable
- A relevant qualification, such as NEBOSH, IOSH or a construction or building safety qualification
- Experience in a housing association or local authority
- Knowledge of Welsh housing standards and regulation
- Experience of leading or developing a compliance team
- Working knowledge of Welsh
