Job Title: HSE Coordinator

Contract Type: Freelance / Contract (Initial 12 months, extension possible)
Project Overview:
The project covers demolition, civil works, steel construction, roofing/façade works, and electrical, mechanical and process installations, all while the factory remains fully operational, so close coordination with site logistics and internal traffic is essential.
Key Responsibilities:
- You will be the owner of the Project-Specific HSE Plan and lead HSE representative for this brownfield construction project at an operational production site
- You will support and lead the project and construction management team on all HSE matters, including daily coordination with contractor HSE supervisors and the client’s site HSE contact
- You will ensure compliance with Dutch HSE legislation, Life Saving Rules, permit-to-work requirements, and site-specific procedures
- You will own the permit-to-work process, review SWMS, task risk analyses and lifting plans, and issue/supervise work permits for high-risk activities, including integrated permits where multiple critical activities overlap (e.g. hot work in confined spaces)
- You will perform daily workplace inspections, monitor high-risk activities (work at height, lifting, demolition, excavation, hot work, confined spaces, LOTOTO), and take corrective action or stop work where needed
- You will chair the weekly HSE meeting and participate in daily start-of-work meetings
- You will verify site induction and mandatory HSE training completion for all new personnel, and coordinate contractor emergency response/first aid provisions
- You will manage HSE KPI reporting, incident/near-miss investigation and documentation, and ensure findings are visibly communicated in daily project routines
Candidate Requirements:
- Minimum 5 years of HSE experience in industrial construction / brownfield projects
- Recognized HSE certification (NEBOSH, IOSH, MVK/HVK, or equivalent); VCA-VOL strongly preferred
- Strong knowledge of Dutch HSE legislation, permit-to-work systems and contractor management
- EU freelance (ZZP) setup
- Languages: English required, Dutch required
- Availability to start ASAP/September 2026
