HEAD OF GOVERNANCE | NORTH WEST | LOCAL GOVERNMENT | NEGOTIABLE RATE
Vivid Resourcing are currently working with a local authority in the North West who are looking to appoint an experienced Head of Governance on an interim basis.
This is a newly created senior leadership position, sitting alongside the Head of Legal and providing strategic oversight across Democratic Services, Elections and Information Governance, with a particular emphasis on Data Protection and DPO responsibilities.
The council has an established Democratic Services function, meaning the key requirement is someone who can provide senior oversight, leadership and strategic direction, particularly across Information Governance and Data Protection.
The Role:
- Provide strategic leadership and oversight across Governance, Democratic Services, Elections and Information Governance.
- Act as the Council’s Data Protection Officer, providing expert advice on UK GDPR, the Data Protection Act 2018 and wider information governance.
- Lead and support an established team, ensuring effective delivery and continuous improvement.
- Advise senior officers and elected Members on complex governance, information governance and data protection matters.
- Oversee FOI, SARs, data sharing, DPIAs, information security and data protection compliance.
- Provide assurance around governance frameworks, policies, risk and regulatory compliance.
- Support the Council through ongoing transformation and organisational change.
- Build effective relationships with senior officers, Members, regulators and external stakeholders.
About You:
- Significant experience within local government governance, information governance or data protection.
- Strong practical knowledge of UK GDPR, DPA 2018, FOI and information governance.
- Previous experience operating at a senior management or Head of Service level.
- Experience acting as, or working closely with, a Data Protection Officer.
- Strong leadership experience, with the ability to provide strategic oversight while supporting an established team.
- Comfortable advising senior officers and elected Members in a politically sensitive environment.
- Previous interim or locum experience is desirable.

- Hours: Full time preferred, although 4 days per week may be considered
- Working: Hybrid, with attendance in the office required a couple of times per month for key business needs and meetings with elected Members
