Senior Data Functional Analyst – Public Sector (Brussels)

Location: Brussels, Belgium

Contract Type: Full-time
Telework: Hybrid (minimum 2 days/week in Brussels; must reside in Belgium)


About the Organisation

A major public institution based in Brussels is seeking a Senior Data Functional Analyst to join its Data Office, a multidisciplinary team responsible for enterprise-wide data strategy, governance, and analytics. This organisation plays a pivotal role in supporting health and social security initiatives for citizens and aims to continuously enhance the quality, accessibility, and transparency of its services through intelligent data use.

The Data Office is at the centre of all data-related activity, ensuring secure, ethical, and compliant management and exchange of data both internally and with national and European partners. The team operates in an agile, collaborative environment with experts in data engineering, analytics, governance, architecture, and artificial intelligence.

Current technologies in use include: SQL Server, SSIS, SSAS, Power BI, Azure, Databricks, Enterprise Architect, and SAS, with a central data warehouse designed following the Kimball methodology, feeding multiple data marts and business intelligence platforms.


The Role

As a Senior Data Functional Analyst, you will serve as a key liaison between business stakeholders and technical teams. You will be responsible for translating business needs into robust, scalable data solutions, contributing to the design and validation of data models, and guiding the development of modern data pipelines and ETL processes.

You will also play a vital role in the ongoing transformation of cross-organisational data exchange platforms, particularly in health and disability-related domains. This includes working closely with partners to design data quality processes, technical specifications, and validation frameworks for a new shared data platform.


Key Responsibilities

  • Engage with business teams, subject matter experts, and data stakeholders to gather, analyse, and document functional and technical requirements.

  • Analyse and model data flows (inbound, outbound, and internal) across operational and analytical systems.

  • Design conceptual and logical data models for data warehouse and data mart implementations using Kimball principles.

  • Collaborate with Data Architects to define data architecture and validate alignment with enterprise standards.

  • Define and document functional specifications for ETL processes, data pipelines, and quality validation rules.

  • Contribute to the development of robust data quality management strategies and monitoring systems.

  • Work closely with technical teams (BI, data engineering, ICT) to ensure implementation aligns with business goals.

  • Coordinate with the Data Protection Officer (DPO) to ensure GDPR compliance and data security best practices.

  • Support testing activities, including writing test cases, performing validation, and conducting user acceptance testing.

  • Provide training and support to end users and continuously gather feedback for product improvement.

  • Act as a long-term liaison for data users, ensuring sustained relevance and accuracy of delivered solutions.


Required Experience & Skills

  • Education: Master’s degree in Computer Science, Data Management, or related field, or equivalent experience.

  • Experience: At least 10 years of professional experience in functional data analysis, preferably within the public sector.

  • Strong experience in data modelling (conceptual and logical) in a data warehouse context (Kimball preferred).

  • Proven experience with ETL design, data pipelines, and data architecture.

  • Experience with data quality frameworks and monitoring tools.

  • Familiarity with SQL and data integration technologies such as SSIS or equivalent.

  • Prior hands-on experience with data engineering is considered a strong asset.
