About the role

Our client is an organisation based in the North of England, looking to appoint an Interim Finance Business Partner with a focus on capital. The role suits an experienced finance professional with a strong local authority background, who can step in quickly and support budget holders and project teams across both capital and revenue.

The successful candidate will take responsibility for budget setting and budget monitoring, working with service managers to keep spending under review and forecasts up to date. You will provide clear financial guidance on business cases, challenge assumptions where needed and help decision-makers understand the financial impact of their proposals. Capital project monitoring is a key part of the role, so you will track spend and delivery against approved budgets and report on progress.

The role is offered on an interim basis for six months, with a likely extension. Fully remote working is available, although the client would prefer some on-site presence. The client is looking for someone who can start by mid-October.

Main responsibilities
  • Lead budget setting for capital and revenue, working with service areas and budget holders
  • Carry out regular budget monitoring, including forecasting, variance analysis and reporting
  • Review and challenge business cases, providing clear financial advice on costs, funding and affordability
  • Monitor capital projects and programmes, tracking spend against approved budgets and profiles
  • Act as the main finance contact for senior managers and project leads, giving practical and timely advice
  • Support the preparation of financial reports for senior management, committees and other stakeholders
  • Make sure capital and revenue financial records are accurate and treated correctly in line with accounting requirements
  • Identify financial risks, pressures and opportunities and recommend suitable actions
  • Support colleagues across the finance team and share knowledge during the assignment
Requirements

Essential

  • Extensive local authority finance experience, covering both capital and revenue
  • Proven experience in a finance business partnering role
  • Strong experience of budget setting and budget monitoring
  • Experience reviewing business cases and advising on their financial implications
  • Experience monitoring capital projects and programmes
  • Confident communicator, able to advise and challenge senior non-finance colleagues
  • Ability to work independently in an interim capacity and start by mid-October

Desirable

  • A recognised accountancy qualification, such as CCAB or CIPFA
  • Experience of capital financing and funding sources
  • Experience of working with project teams on large or complex capital schemes
  • Experience of remote working within a finance team
