Environmental Health Officer (Public Health & Pollution) – 3 Month Contract

Location: South Wales

Rate: £45-£50

Contract: Initial 3 Month Contract (Likely Extension)

Hours: Full Time, 37 Hours Per Week

Brief Summary

My client are seeking an experienced Environmental Health Officer to join its Public Health & Protection Team on an interim basis for an initial three-month contract.

This is an excellent opportunity for a qualified Environmental Health professional to support a busy service covering a broad range of Public Health and Pollution Control functions. The successful candidate will manage a varied caseload including statutory nuisance investigations, pollution complaints, private drainage matters, filthy and verminous premises, waste accumulations and enforcement action where required.

The role offers a flexible hybrid working arrangement, requiring just one day per week in the office, with the remainder spent working remotely or undertaking site visits across the borough.

Key Responsibilities

Public Health & Pollution Control

  • Investigate complaints relating to:

    • Statutory nuisance (noise, odour and artificial light)
    • Commercial and residential premises
    • Private drainage issues
    • Filthy and verminous premises
    • Waste accumulations and fly-tipping concerns
    • General public health matters
  • Determine and implement appropriate enforcement action in accordance with relevant legislation and council policies.

  • Conduct site inspections, investigations and evidence gathering.

  • Prepare and serve statutory notices and other legal documentation.

  • Liaise with complainants, businesses, residents and partner agencies to achieve positive outcomes.

  • Maintain accurate records and case management information.

Planning & Licensing

  • Provide Environmental Health consultation responses on planning applications.
  • Review and respond to Licensing consultations.
  • Assess potential environmental impacts and recommend suitable mitigation measures.
  • Work collaboratively with Planning, Licensing, Legal and other Council departments.

Enforcement & Legal Proceedings

  • Apply Environmental Protection and Public Health legislation appropriately.
  • Gather, evaluate and present evidence to support enforcement action.
  • Assist with legal proceedings and attend court where required.
  • Ensure statutory duties are delivered efficiently and professionally.

Service Delivery

  • Respond to service requests and complaints within agreed timescales.
  • Maintain accurate and compliant records using internal systems.
  • Contribute towards departmental objectives and performance targets.
  • Support emergency public health responses and participate in out-of-hours work where required.

Required Experience

  • Degree or Diploma in Environmental Health.
  • Registered Environmental Health Practitioner (EHRB/CIEH equivalent).
  • Previous experience working within a Local Authority Environmental Health service.
  • Strong background in Pollution Control and Public Health.
  • Experience investigating statutory nuisance complaints.
  • Knowledge of Environmental Protection Act 1990 and associated legislation.
  • Experience preparing enforcement notices and supporting legal proceedings.
  • Ability to manage a diverse caseload independently.
  • Excellent communication and stakeholder management skills.
  • Full UK driving licence and access to a vehicle for site visits.

Desirable Experience

  • Previous experience providing Planning and Licensing consultation responses.
  • Experience dealing with contaminated land, air quality or environmental permitting matters.
  • Knowledge of Welsh environmental health legislation and guidance.
  • Experience using Uniform, Civica or similar Environmental Health management systems.
  • Immediate availability.
