About the role

Our client is a local authority in Littlehampton, West Sussex, looking to appoint an interim Compliance Team Manager to lead the team responsible for health and safety compliance across its property and housing stock. The role suits an experienced compliance professional who can take charge of a team quickly and keep safety checks, remedial works and reporting on track.

The successful candidate will oversee compliance across the core areas of building safety, including gas, electrical, fire safety, asbestos, water hygiene and lifts. You will manage the compliance team day to day, review current performance and data, and tackle any gaps or backlogs. You will also manage contractors, make sure certification and records are accurate, and report clearly to senior managers and elected members.

As a team manager, you will provide direction and support to compliance officers and coordinators, while staying close to the detail of the work. You will work with colleagues across housing, repairs, asset management and legal teams to make sure the council meets its duties as a landlord and property owner. Rate, start date, contract duration and working arrangements will be confirmed with candidates.

Main responsibilities
  • Lead, supervise and support the compliance team, including allocating workload and monitoring performance
  • Oversee compliance across gas, electrical, fire safety, asbestos, legionella and water hygiene, and lifts
  • Review compliance performance and data, identify risks and put in place action plans to close gaps
  • Monitor safety checks, certificates and remedial works to make sure they are completed on time and recorded accurately
  • Manage contractor performance, including contract management, quality assurance and escalation of issues
  • Produce regular compliance reports for senior management and members
  • Make sure compliance data held in housing and asset management systems is accurate and up to date
  • Manage access procedures and work with housing teams to resolve no-access cases
  • Support audits, inspections and regulatory engagement, and respond to any findings
  • Review and update compliance policies, procedures and risk registers
  • Prepare a clear handover at the end of the assignment
Requirements

Essential

  • Proven experience in a compliance or building safety management role, ideally within local authority or social housing
  • Strong knowledge of landlord health and safety obligations, including gas, electrical, fire, asbestos, legionella and lifts
  • Experience of leading or supervising a compliance or technical team
  • Experience managing contractors and compliance contracts
  • Ability to analyse compliance data and report confidently to senior stakeholders
  • Ability to work independently in an interim capacity and make an immediate contribution

Desirable

  • A relevant qualification in building safety, health and safety or housing, such as NEBOSH or IOSH
  • Experience of managing a compliance recovery or improvement programme
  • Previous local authority experience
  • Familiarity with compliance and asset management software
