About the role

Our client, a district council in West Sussex, is looking for an experienced Compliance Team Lead to join its team on an interim basis. The role leads the day-to-day delivery of the council’s property compliance work, making sure its homes and buildings meet their statutory safety requirements and that residents are kept safe.

You will manage and support the compliance team, overseeing programmes covering areas such as gas, electrical safety, fire safety, asbestos, water hygiene and lifts. You will monitor performance, manage contractors, and make sure compliance data is accurate and up to date. You will also report progress to senior managers and flag risks early so they can be dealt with.

The role suits a compliance professional who can step into a live team and take control of the workload quickly. Sound technical knowledge, a methodical approach and the confidence to lead a team and hold contractors to account will be important, as will the ability to work with colleagues across housing, repairs and asset management.

Main responsibilities
  • Lead, motivate and support the compliance team, setting priorities and managing workloads
  • Oversee the delivery of property compliance programmes, including gas, electrical, fire, asbestos, water hygiene and lifts
  • Monitor compliance performance against targets and statutory deadlines, and report clearly to senior managers
  • Manage contractors and service providers, including performance, quality and contract management
  • Make sure compliance data is held accurately in the council’s asset and compliance systems
  • Identify, record and escalate compliance risks and non-compliance, and track remedial work through to completion
  • Manage access procedures to complete outstanding safety checks, working with housing teams and residents
  • Review the findings of fire risk assessments, asbestos surveys and other inspections, and make sure actions are completed
  • Make sure procedures and safety standards reflect current legislation and good practice
  • Support responses to audits, regulators and internal queries
  • Work with colleagues across housing, repairs and asset management on shared priorities
Requirements

Essential

  • Proven experience in a compliance role within social housing, local government or a comparable property-related setting
  • Experience of leading, supervising or coordinating a team
  • Sound knowledge of statutory property safety requirements, including gas, electrical, fire, asbestos and water hygiene
  • Experience of managing contractors and monitoring their performance
  • Experience of reporting compliance performance to stakeholders
  • Strong organisational, analytical and communication skills
  • Confident use of IT systems, including asset and compliance management software

Desirable

  • A relevant qualification, such as NEBOSH, IOSH or a construction or building safety qualification
  • Experience in a local authority or housing association
  • Working knowledge of the regulatory framework for social housing
  • Experience of improving compliance processes and data quality
