We are currently seeking an experienced Revenues Manager to lead our Council Tax, Business Rates and Inspections service within a busy local authority in the East Midlands.
This is a senior operational role requiring strong technical expertise and proven people management skills. You will manage 7 direct reports and play a key role in driving service performance, income maximisation, and statutory compliance.
Key Requirements
Significant management experience is essential, including managing managers/team leaders
Demonstrable experience addressing and improving poor performance
Strong technical knowledge of Council Tax and Business Rates
Confident operating at a strategic and operational level
Experience working within a local authority or similar public sector environment
Key Responsibilities
Provide strategic leadership for the Council Tax, Business Rates and Inspections service, ensuring all legislation, policies, procedures and objectives are implemented, reviewed and maintained
Respond to Elected Member and MP enquiries as required
Monitor and evaluate service delivery to ensure performance standards are met, collection rates are maximised, and services operate efficiently
Work closely with Finance colleagues to ensure the accurate and timely completion of statutory returns
Act as the Council’s lead technical specialist for Council Tax and Business Rates, advising on legislation and best practice
Maximise income by growing and maintaining an accurate Council Tax base and Rating List, including identifying new domestic and commercial properties
Liaise with the Valuation Office Agency, Enforcement Agents and other stakeholders to ensure effective administration and prompt collection
Lead and manage teams to deliver a high-quality, customer-focused service, setting clear standards and managing performance effectively
Provide expert, pragmatic advice to Team Leaders to support sound decision-making and risk management
Manage a delegated budget, ensuring resources are used efficiently and effectively
Lead the implementation of five-yearly Business Rates revaluations, ensuring records remain aligned with VOA data and government returns are completed on time
Take an active role in annual billing and year-end processes, including Council Tax, Business Rates and Housing Benefit, supported by Managers and Team Leaders
