Property & Facilities Manager (North West) 
2/3 Days a week on Site
Rate £400-600p/d 

Organisational Relationships:

a)Reports to:Head of Regeneration and Housing 
b)Supervises:Regeneration and Property Services’ staff. 
 c)Co-ordinates with:Elected Members, Chief Officers, Service Managers, other employees within the Authority, partner organisations and other external customers including residents and resident groups.
 d)As a public servant any duties of the post which require contact with or provision of service to the Authority’s customers shall be carried out in a courteous, helpful and professional manner in line with the Customer Care Policy adopted by the Council.
      

Primary Objective(s):
 

  • To manage and co-ordinate the workload of the Regeneration and Property Services Team;
  • To lead and manage the delivery on a wide range of physical regeneration projects including housing, public buildings, commercial, businesses, leisure and environmental projects;
  • To lead and co-ordinate the strategic management of the Council’s assets;
  • To be responsible for, and manage capital and revenue budgets for the Regeneration and Property Service.

Main Duties and Responsibilities:

  1. To undertake financial appraisals, review development and legal documents, and other project feasibility structures to ensure the viability of such schemes.
  2. To Direct and manage the Council’s property portfolio on a cost-effective basis and achieve best consideration in the letting of Council land and property.
  3. To lead on the disposal of Council owned land and property where required.
  4. To co-ordinate the provision of a valuation and property advice service for the Council.
  5. To apply specific valuation, planning, marketing and general development expertise towards the effective delivery of regeneration projects.
  6. To manage the delivery of all housing renewal projects including group repair, facelifts, refurbishment, Disabled Facilities Grants (DFG’s) selection; and delivery of building/refurbishment contracts via the Council’s Capital Programme.
  7. To co-ordinate the preparation and implementation of the Council’s Asset Management Plan.
  8. To co-ordinate and maintain systems that record Council assets and ensure timely valuation and registration of assets for accounting purposes.
  9. To be responsible for the procurement and management of contractors and partners for regeneration and building work.
  10. To be the Council’s lead officer for regeneration projects delivered in partnership with the private and voluntary sectors.
  11. To lead and co-ordinate multi-agency, multi-disciplinary teams in the management and delivery of a wide range of regeneration projects.
  12. To contribute to the planning, developing and preparation of regeneration projects including funding applications.
  13. To be responsible for maintaining links and effective communication with end users (residents, commercial, leisure, retail, etc) during works.
  14. To liaise with, and negotiate with the private sector / voluntary sectors on contracts, specifications, standards, funding, investment, etc.
  15. To lead on the design procurement and implementation of improvement schemes to mainly private housing funded by the Council or through Hyndburn Homes Improvement Agency and where necessary, acting as the agent for home owners and supervising works on their behalf.
  16. To represent and advocate on the Council’s behalf on regeneration projects including planning appeals, public inquiries (planning and housing), etc.;
  17. To be one of the Council’s contact officers to deal with emergency call outs to Council owned land and property.
  18. Ensure effective communication between the service, Elected Members, staff, the public, partners and other agencies and foster positive relations at all times.
  19. To represent the Council at meetings when required.
  20. To ensure the Service’s staff, financial and other resources are displayed and managed properly to meet the Council’s obligations and service priorities.
  21. To ensure that systems are in place to manage, develop and evaluate and review the performance of the service.
  22. To encourage personal development and provide appropriate support, mentoring and advice to staff managed.
  23. To ensure delivery of the Council’s priorities and compliance policies relating to Health and Safety and Equal Opportunities, Customer Care and Investors in People.
  24. To deal with colleagues openly and fairly at all times and support mutual respect within teams.
  25. Undertake duties as required by line manager or the Head of Service.
  26. Assess own performance against service/business/work plans and targets.
