Job Description

One of Vivid’s local authority clients in Staffordshire have successfully bid for some funding to do a piece of work on Minimum Energy Efficiency Standards enforcement.

Your job brief:

To take case ownership of a cohort of privately rented properties where the recorded Energy Performance Certificate is below that where it is legal to rent out. For each such property role involves investigation work to identify and contact the relevant landlord and work with them to achieve compliance with the “MEES” regulations and where necessary competently build enforcement case files to support implementation of civil penalties.

Main Duties and Responsibilities:

1. Under the guidance of the Lead Officer, take ownership of a caseload of privately rented properties that have failed EPCs
2. Proactively investigate ownership, carry out site visits and make contact with landlords as necessary to further the aims of the MEES regulations
3. Provide individually tailored practical advice to landlords to enable them to comply with their regulatory requirements including achieving remedial works and applying for eligible exemptions
4. Provide advice and assistance to the tenants of these properties, including following up on complaints regarding general housing standards complaints for enforcement by the Lead Officer.
5. Work with partners to ensure the effective promotion and delivery of energy efficiency measures, advice and information to this cohort of properties.
6. Prepare enforcement casefiles to support the issuing of civil penalties for failing to comply with the MEES requirements.
7. Prepare reports, correspondence and maintain all necessary records, whether manual or computerised, according to office procedures.

Housing enforcement or EPC background is required.
