Interim Director of Legal & Democratic Services

An established local authority in Yorkshire is seeking an Interim Director of Legal & Democratic Services to lead a high-performing, modern legal function within a large and complex organisation of 9,000+ employees.

This is a key leadership role, sitting on both the Corporate Management Team and Senior Management Team, with responsibility as the Council’s Statutory Monitoring Officer.

Key Responsibilities:

  • Lead and develop an effective Legal & Democratic Services function

  • Provide strategic legal advice on complex, high-profile matters to senior stakeholders and elected members

  • Act as Statutory Monitoring Officer, ensuring governance and legal compliance

  • Oversee elections and electoral services delivery

  • Take ownership of information governance, risk, and regulatory responsibilities (including SIRO and RIPA)

  • Drive transformation, modernisation, and continuous improvement across the service

  • Manage departmental budgets and performance targets

  • Represent the authority at regional and national level

The Role:
This position requires a collaborative and strategic leader with significant experience operating at a senior level within a large, complex organisation. You will play a critical role in shaping governance, supporting decision-making, and ensuring robust legal frameworks are in place.
