Job Description

This is an exciting role as an interim Service Manager role a local authority in Devon. This position is perfect for an individual with procurement experience within a dedicated children’s service. The role is hybrid working.

Key Responsibilities:

  • All Age Commissioning: Jointly lead the All Age Commissioning program with the Service Manager (Adults) to ensure a seamless provider market aligned with the Borough’s All Age Disability model.

  • Strategic Development: Lead the development and delivery of commissioning, procurement, and contracting to achieve the best outcomes for children and young people, including those within the SEN arena.

  • Efficiency Enhancement: Develop and utilise commissioning, procurement, and contracting systems to increase the efficiency and cost-effectiveness of People Directorate commissioned services.

  • Budget Optimisation: Drive down service costs, reduce duplication, and minimise administration expenses to deliver a balanced budget and allocate resources effectively.

Your Accountability Includes:

  • Strategic Leadership: Develop a consistent approach across children’s services and support the development across adult social care and health and well-being.

  • Safeguarding Advocacy: Actively promote the authorities commitment to safeguarding and promoting the welfare of children, young people, and vulnerable adults.

  • Stakeholder Collaboration: Work with key colleagues to develop and oversee the annual Children’s Sufficiency Strategy and commissioning plan.

  • Quality Provision: Ensure a range of high-quality provisions in the borough represent best value for money and meet statutory requirements.

  • Compliance: Ensure compliance with standing orders, procurement policy, and contracting rules and procedures.

Main Duties and Responsibilities:

  • Operational Leadership: Lead, manage, and coordinate a defined service area(s) with full operational responsibility.

  • Resource Management: Effectively manage human, financial, and technological resources to provide high-quality services.

  • Performance Management: Adopt a proactive, positive, and effective approach to performance management, ensuring service objectives are met.

  • Change Management: Ensure effective and efficient implementation and management of change across service areas.

  • Community Engagement: Embed the Council’s approach to community engagement and leadership into service delivery.
