· Lead and develop people and embed cultural change in order to deliver both short and longer term objectives as part of the transformation programme; and in a way that encourages new and innovative approaches. · Implement, monitor and be able to evidence service delivery which is customer focused and designed to achieve the requirements of annual service and financial plans, council strategic priorities and other aligned national regulatory and assessment regimes as appropriate. · Ensure that the Council’s strategic and operational objectives and goals are managed, measured and reported appropriately in line with the performance management framework · Develop and obtain acceptance for strategic and operational plans including compliance with national standards or statutory requirements for the delivery of the Council’s objectives, in particular for:- · Planning · Regeneration · Economic Development · Climate and Environment · Contracts Management · Property and Asset Management · Land Charges · Strategic responsibility for the Council’s commercial property portfolio and the delivery and management of Council property functions · Lead and be accountable for programmes being delivered within budget, to agreed timescales, and to specification and standard. · Where necessary adopt a matrix leadership approach as part of the successful delivery of corporate programmes. · Develop and nurture appropriate local and national partnerships and monitor and evaluate their effectiveness and value for money · Horizon scan to ensure that all available funding opportunities are accessed, maximised and utilised
