Data Governance & Architect – Brussels (Freelance)
For a European non-profit organisation, we are looking for a Data Governance & Architect profile to help create the data model underpinning its programmes, reporting and future data architecture.
The organisation manages programmes that allocate funding to enterprises and SMEs. A significant part of the organisation’s activity involves European Commission programmes delivered across multiple countries and international partners. The organisation sits between funding bodies and programme participants, managing processes including application, eligibility, assessment, funding decisions, payments, monitoring and reporting.
Historically, individual programmes have been supported by separate software solutions. The organisation now wants to move towards a common model that can support different programmes while maintaining the variations required by each programme.
The organisation has an approved Data Governance programme but does not yet have the roadmap for implementing the governance and modelling framework. A first phase of a data lakehouse is also being developed to support internal reporting. Reporting is a key requirement, including responding to requests from organisations providing programme funding and demonstrating programme outcomes.
The initial assignment is to develop the conceptual data model from the ground up and establish the path towards logical and physical modelling. They will later look to use data modelling expertise to help deliver this, though this may be from a different profile.

- Translate programme processes and requirements into a common data model.
- Define entities, relationships, attributes and business definitions.
- Identify common data structures across programmes and document programme-specific variations.
- Establish modelling standards and governance processes.
- Define the transition from conceptual to logical and physical modelling.
- Determine database and data architecture requirements.
- Align the model with the developing data lakehouse and reporting requirements.
Profile
- Experience as a Data Governance profile, ideally with knowledge on architecture topics.
- Experience working across complex business processes with multiple variations.
- Experience establishing data governance and modelling frameworks.
- International project delivery experience
- Microsoft Fabric experience is a plus
- MySQL experience is a plus
- Oracle experience is relevant to the existing environment.
